This little piece of notched plastic is a Component Leg Bending Tool. Sometimes referred to as a “forming” tool, it enables accurate bending of axial leaded components in preparation for PCB loading. It has five bending widths: 7.5, 10, 12.5, 15, and 17.5mm.

It is suitable for use with resistors, diodes, etc., and is a real-time saver when building kits or prototypes.
