Question and answer:

(1)Q: What is this used for exactly? A: In conjunction with a volt/ammeter, I have found the wrong cables, which could not support the needed current and even chargers that did not meet advertised currents. A nice feature of the open construction is that you can attach a volt meter across the resistors to see whether the charger/cable provides 4.5 to 5 volts to the load, which simulates your device

(2)Q: Can you use this to Discharge a Power bank to “refresh” it? A: Someone said the NiMH and Li chemistry batteries don’t develop a memory effect, and depleting them will diminish effectiveness. That’s not true for older NiMH batteries. I don’t know about newer NiMH batteries, but it’s one of the reasons we have largely ditched that technology, and it’s only found in cheap products.

(3)Q: Mine does not turn green, only red; is this normal? A: Flip the switch. Green means you are creating a 1-ampere current draw. When you flip the switch, it will draw 2 amperes and turn red! And GET VERY HOT!!! Please do NOT TOUCH it or place it on a flammable surface.
